Auditing Queensland
The Queensland
Government - Department of Employment & Industrial Relations -
states that all commercial properties built prior to 1990 are to be
audited
by
1 January 2008.
Owners
of workplaces have obligations that may be summarised as follows:
- develop and implement and maintain an asbestos
management plan
- investigate the premises for the presence or possible
presence of asbestos-containing materials (ACM)
- assess the condition of any ACM that are found and the
associated asbestos risks
- develop measures to remove the ACM or otherwise to
minimise the risks and prevent exposure to asbestos
- ensure the control measures are implemented as soon as
possible and are maintained as long as the ACM
- remain in the workplace.
Owners
are also required to:
- consult with any person who may be affected by the
presence of ACM;
- such as employers, workers, contractors and occupants.
- provide information and training for workers,
contractors and other people who may come into contact with ACM.
Our
asbestos registers and building management plans contain all the
necessary information to comply with legislation as well
as
informing
the reader on how to manage asbestos in the workplace to avoid health
risks.
Our
registers contain the following information (as stated by NOHSC)
- develop and implement and maintain an
asbestos
management plan
- the
date(s) on which the inspection/identification
was made and details on the competent person(s) who carried out the
inspection/identification;
- details
on the locations, types (i.e. friable or
non-friable) and condition (i.e. damaged or intact) of any ACM
identified on the
premises, including ACM in items of plant and
equipment, and the type
of asbestos involved (i.e. chrysotile, amosite, crocidolite);
- details
on any material presumed to contain
asbestos;
- any
inaccessible areas that are likely to contain
ACM; and
- the
results of any analysis that has confirmed a
material in the workplace is or is not an ACM;
- photographic
evidence of areas accessed and sampled.

As
per the New South Wales Occupational Health & Safety Regulations
2001:
Clause
43 - Asbestos Risk Assessment & Control
- A controller of premises that contains asbestos or
asbestos containing material (ACM) must ensure that risk assessment and
control measures are carried out in accordance with the document
entitled Code of Practice for the Management and Control of Asbestos in
the Workplace [NOHSC: 2018 (2005)] published by the NOHS Commission, as
in force from time to time.
Clause
44 - Record Keeping (Register of Asbestos)
A
controller of premises must ensure that:
- a register, in which the type, condition and location of
all asbestos and asbestos containing material in any place of work is
recorded, is prepared and maintained, and
- any
action taken to control asbestos and asbestos-containing material in
the place of work or in plant at the place of work is recorded in the
register, including details of:
- any
assessment concerning the asbestos that took place before the work was
carried out, and
- if
the work was carried out by a contractor rather than by an employee of
the controller, the name of the person who carried out the work, and
- the
date on which the work was carried out, and
- all
occupiers of the place of work are provided with a copy of the register
and all updates to it.
